Just switch TTeForm.Dragging.Sizaeble property. Also you can disable moving of the form using TTeForm.Dragging.Moveable property.

ThemeEngine can use msstyles-file (2000+ msstyles skins available at www.themexp.org). Also you can convert big msstyles-file to our native skin-file, using StyleConverter (or Msstyles2skin tool) available in all packages.
